Abstract
This Regulation is formulated to ensure food safety and protect the health and life safety of the public. The Regulation is based on the Food Safety Law of China and is tailored to the province's specific circumstances. .
The Regulation, consisting of 6 Chapters and 111 Articles, makes provisions on food production and business operation, food safety assurance, supervision and administration, legal liabilities and other aspects.
The Regulation focuses on improving governance systems, enhancing risk management, addressing regulatory gaps, strengthening online food supervision, promoting social co-governance, and optimizing the business environment. It aims to significantly enhance food safety oversight in Sichuan and promote the healthy development of the food industry. It mandates that food safety must be managed across all relevant industries and production activities. It reinforces local government responsibility, departmental regulatory duties, and collaboration mechanisms, with strict accountability for food safety at all levels. The Regulation outlines measures for ensuring the safety of staple foods, requiring compliance with food safety standards and proper documentation during grain distribution. It also strengthens the management of cold chain food, bulk food, etc. The Regulation further establishes a unified food safety traceability platform for the province and demands detailed records for offline food promotion. In addition, the Regulation brings online platforms and merchants under stricter supervision, prohibiting high-risk operators from online business activities.
