Some opinions on delimiting and strictly guarding the red line of ecological protection.

Overall objectives set up in the Document are: Before the end of 2017, ecological protection red lines shall be delineated in the provinces (municipalities) along the Beijing-Tianjin-Hebei region and the Yangtze River Economic Belt; Before the end of 2018, other provinces (autonomous regions and municipalities directly under the Central Government) delineated the ecological protection red lines; by the end of 2020, the national ecological protection red line delineation, survey and definition of standards will be finalized, an ecological protection red line system basically established, the national land ecological space will be optimized and effectively protected, and the ecological function will remain stable Certainly, the national ecological security pattern will be more perfect. By 2030, the layout of the ecological protection red line will be further optimized, and the ecological protection red line system will be effectively implemented, the ecological function will be significantly improved and the national ecological security will be fully guaranteed.
The Ministry of Environmental Protection, the National Development and Reform Commission and relevant competent authorities shall work out and issue technical specifications for the delineation of the ecological protection red line by the end of June 2017, clarifying zones with important ecological functions such as water conservation, biodiversity maintenance, soil and water conservation, wind and sand consolidation, and evaluation methods for ecologically sensitive and fragile areas such as soil erosion, land desertification, rocky desertification, salinization, etc., and identifing the spatial distribution of important ecological functions and ecologically fragile areas. The Document makes provisions for: establishing priority status of ecological protection red line; implementing strict control; increasing the compensation for ecological protection and strengthening ecological protection and restoration; establishing monitoring network and supervision platform; enforcement and supervision; etc.
After the implementation of this opinion, other policies and regulations related to ecological protection red line shall be adjusted or repealed in accordance with the requirements of these Opinions.
