Abstract
These Specifications are enacted in accordance with the Measures for Environmental Management of New Chemicals, aiming to standardize the supervision, management and inspection of new chemicals, control the environmental risks of new chemicals, protect the ecological environment and protect human health. The Text consists of 16 Articles divided into 5 Chapters: General Provisions; Responsibilities; Inspection Contents; Inspection Requirements; Supplementary Provisions.
The Specifications shall govern the supervision and administration of the competent environmental protection authorities of the people's government at or above the county level on the production, processing and use, import transfer and research activities of new chemical substances. The competent environmental protection authorities shall implement the declaration, registration verification and tracking control over the supervision, management and inspection of new chemical substances.
