Measures for environmental management of new chemical substances.

These Measures provide for the environmental management of activities related to the research, production, import, processing and use of new chemical substances in order to protect the ecological environment.
The Measures classify new chemical substances, which are not listed in the Inventory of Existing Chemical Substances in China, into general new chemical substances and hazardous new chemical substances. Producers or importers of new chemical substances must obtain a registration certificate for environmental management of the new chemical substances in order to carry out their activities. Requirements and procedures for obtaining a registration certificate are provided for in detail in the text.
In addition, the Measures set out the different notification procedures to be followed when producing or importing new chemical substances, and the contents of notification reports.
The Measures further provide for: general risk control measures; inspection and supervision on the production, processing and use of new chemical substances; legal liabilities; etc.
