Abstract
The Parties hereby agree to establish an interim regime for the management of fishing activities of tuna vessels in the Eastern Pacific Ocean, based on a scheme for granting licences in the region that guarantee rational exploitation of the available resources and equitable access to the fishing areas covered by this Agreement (Art. I). Article II contains definitions "Coastal States", "Agreement Area", and species of tuna. The Parties agree to establish a Council to implement this Agreement. The Council shall have the authority to issue licences in accordance with Article IV and to undertake all other actions listed in Article III. Parties agree that vessels flying their flag shall be required to have a valid licence to fish for the tuna species defined in Article II in the Agreement Area. The Parties agree not to prohibit the importation of tuna and tuna products from another Contracting Party, as result of any enforcement action by that Contracting party in accordance with this Agreement, as long as such Party is acting in conformity with this Agreement (Art.
