Abstract
This Decree-Law approves the Regulation for Urban Development Plan and Land use Planning of Cape Verde. This Regulation, consisting of 5 Chapters, establishes the statute of urban areas and defines the political baselines for urban land use planning within the territory of Cape Verde. It establishes norms for social and public order regulating the urban property, in the view of an environmental balance. Administrative and legal regime for use, occupation and transformation of the territory of urban areas are specified in the text. The Regulation specifies licence requirements, approvals and authorizations to be submitted to the competent authority. The Regulation is divided as follows: General provisions (Chap. I); Instruments for urban policy (Chap. II); Urban governance (Chap. III); Democratic management of urban areas (Chap. IV); Final provisions (Chap. V).
