Decree-Law No. 17/2024 establishing the rules for the installation, operation and registration of entities wishing to operate in Industrial Areas, Special Tourist Zones and Integrated Free Trade Zones, under the management of the Special Maritime Economic Zone Authority in São Vicente.

This Decree-Law establishes the rules for setting up, operating and registering entities wishing to operate in the Industrial Areas, Special Tourist Zones and Integrated Free Trade Zones under the management of the São Vicente Special Maritime Economic Zone Authority (ZEEMSV). Entities operating in this areas can benefit from the special tax and customs regimes provided for by law, namely the ZEEMSV regime, the Cape Verde International Business Centre (CIN-CV) regime, as well as the establishment agreement regime. To access the ZEEMSV regime, the value of the investment cannot be less than two hundred and seventy-five million escudos. Companies licensed by the ZEEMSV Authority are automatically subject to the CIN-CV regime regardless of their activity. Licences for the installation, operation and exercise of industrial, commercial and service activities integrated into the ZEEMSV are in the nature of administrative authorization to carry out the acts to which they refer, are inherent to the entities operating within that scope and to which they relate and cannot be the autonomous object of legal transactions.
