Decree-Law No. 30/2024 establishing the legal framework for the exercise of livestock farming activities (REAP) on livestock farms, warehouses and assembly centres, guaranteeing respect for animal welfare and health standards.

This Decree-Law establishes the regime for the exercise of livestock farming activities (REAP) on livestock farms, warehouses and assembly centres, guaranteeing respect for animal welfare and health standards, the safeguarding of veterinary, public, and environmental health and land use planning, the management of agro-pastoral areas within a framework of sustainability and social responsibility on the part of livestock producers. It also establishes the regime to be applied to management activities for the recovery or disposal of livestock solid waste, corpses and biological waste originating from livestock or autonomous holdings, intermediate units, organic fertilizer stores and composting and biogas production units. This Decree-Law applies to livestock activities included in groups 014 and 015 of the Cape Verde Classification of Economic Activities (CAE CV - VER 1) - approved by Decree-Law No. 3/2008 of 21 January. By Ministerial Order of the member of the Government responsible for the Livestock sector, the regulatory standards applicable to the keeping, exploitation and production of livestock or complementary activities of the following animal species are defined: a) Cattle, sheep, goats or other domestic ruminants; b) Pigs; c) Domestic and/or wild birds in captivity; d) Other birds for commercial and/or recreational, sporting and similar purposes; e) Equidae; f) Rabbits; and g) Other species for commercial and/or recreational, sporting and similar purposes.
