Abstract
This Law establishes the basic legal regime for the creation, organization, development and operation of Special Economic Zones (ZEE), which may include an island, a set of islands, or a geographically delimited space one single island, for the development of activities of economic nature defined in the respective Strategic Plan. These activities include: special tax, fiscal and customs regimes, a special administration structure, special labour regimes, among others, aimed at taking advantage of the benefits of Cape Verde and each of the islands, the promotion of economic and business development, namely through attracting investments, promoting exports and promoting private sector development, as well as promoting Cape Verde's insertion in the regional and global economy. It defines the territorial scope of the ZEE, attributions, special powers of authority and regulatory authority, the related personnel, legal regimes, and operating rules and provisions on environmental protection, policies, benefits and special incentives, administrative offences, expropriations and conflict resolution, among others.
In particular, ZEE aim to promote the following activities: a) development of Cape Verde, the island or the region to which it refers, aiming at the best use of the potential of the respective territory; b) integration of the economies of the Cape Verde islands through the exploitation of the resources between them, with respect for the autonomy of the municipalities within the limits of the law.
