Legislative Decree No. 2/93 declaring specific areas as appropriate for tourism.

One of the main concerns of the Cape Verde national tourism policy is to equip the country with an infrastructure that will enable it to develop tourism while protecting the natural environment. This Decree institutes tourism zones in the island regions suitable for tourism, and establishes ways in which land may be appropriated, and the procedures for its assignment to tourism promoters. Tourism zones are of two kinds: full tourism development zones (ZDTI) and tourism reserve and protection zones (ZRPT). They must be used and occupied in accordance with the provisions of the tourism development plans. Full tourism development zones are those that offer excellent geographic conditions and natural beauty, making them particularly appropriate for tourism, and are declared as such by Decree. All mining and quarrying is totally prohibited in these areas, while any urban developments must be previously authorized. The management of full tourism development zones is the responsibility of the Government, which administers them through the National Tourism Institute, without prejudice to the powers of the municipal authorities regarding the provision of urban services. The tourism reserve and protection zones, set up by Decree, are areas adjacent to full tourism development zones, with great natural beauty and value, which must be preserved in order to ensure that Cape Verde tourism is competitive in the short and medium term. This also applies to other areas of great natural beauty, which must be maintained as reserves to be subsequently declared full tourism development zones. Mining and quarrying is totally prohibited in these areas. They are managed by the State through the National Tourism Institute, which may collaborate for this purpose with public agencies responsible for natural heritage.
