Abstract
This Regulation implements Decree-Law No. 33/92 of 16 April 1992 which creates the INDP as an indirect administration organ under the jurisdiction of the Fisheries Secretariat. The constitution defines its responsibilities, competencies, organization and activities and is divided into 6 chapters. Chapter I concerns competencies, duties and research purposes of the INDP in the field of fisheries resources. The main purpose of the INDP is the development of fishing techniques in order to achieve a better exploitation of fisheries resources. Chapter II describes the structure by listing composition and duties of each administrative local council. The Credit and Trade Services Direction is responsible for: the granting of credit to ship owners and to fishermen; sale of fisheries products and fish processing (art. 11). The Fisheries Technology Department is responsible for assisting fishing operators, by studying and improving fishing techniques and fish processiing (arts. 12 and 13). Chapter III regulates matters related to financial management, taxes, etc. Chapter V concerns monitoring implementation of the Regulation. Chapter VI contains final and transitional provisions.
