Abstract
The National Strategy for Disaster Risk Reduction (ENRRD) responds to and is effective in a number of national instruments and policies relevant to the implementation of disaster risk reduction. This strategy is interlinked and supported by other relevant national policies, plans and legislation for disaster risk reduction. The overall objective of this strategy is therefore to provide an effective framework for managing risks, preventing disasters, minimizing damage and associated losses, and avoiding the creation of new risks by establishing institutional mechanisms and capacity building to plan and implement disaster risk reduction to build the resilience of Cape Verde (pag. 1618). ENRRD promotes the integration of risk reduction and adaptation to climate change in all sectors relevant to food security and reaffirms the need to develop risk insurance as a measure of financial protection against risks of disasters (pag.1619). ENRRD is aligned with the objectives of sustainable management of agricultural and natural resources sector aiming to contribute to the resilience of rural livelihoods and infrastructures caused by disasters. For this, it promotes the integration in the sectoral planning and management the approach of disaster risk reduction and a resilient recovery of livelihoods affected by disasters (pag. 1628).
It addresses all types of risks arising from both natural and man-made hazards, including risks related to climate change, and aims to increase resilience by promoting priority measures to prevent disaster risks and improve the management of existing risks by reducing exposure and vulnerability of society and all its subsystems, including human settlements, critical infrastructures, basic services and equipment, historical heritage, ecosystems and environment, livelihoods, assets, people and their health. As a key Result the Disaster risk reduction approach is integrated across national strategic plans for sustainable development, growth and poverty reduction (pag. 1643).
Its priority areas are: Priority Area 1: Improving the understanding of disaster risks: Strengthening knowledge management and information on disaster risks. Priority Area 2: Reinforcement of Disaster Risk Governance. Priority Area 3: Integration of Risk Reduction into development planning and sectoral planning and management. Priority Area 4: Financing of Disaster Risk Reduction and Financial Protection for Disaster Risk. Priority Area 5: Mitigating Disaster Risks and Adapting to Climate Change. Priority Area 6: Disaster preparedness and response management. Priority Area 7: Resilient post-disaster recovery.
