Resolution No. 115/2018 approving the Post Disaster Recovery Framework (QRP).

The purpose of the Post Disaster Recovery Framework (QRP) is to provide guidance to the government and its partners following a disaster on how to conduct the planning and management of a resilient recovery process. This guiding framework for recovery is based on previous experiences and lessons learned in the management of prior recovery processes and should enable the government to be better prepared to manage and guide a process that brings together and optimizes the efforts and resources of all stakeholders. Preparedness for recovery aims to improve the capacity to efficiently and appropriately manage post-disaster recovery by establishing the necessary institutional, political and financial arrangements before disaster occurs and building the capacities to plan and manage recovery. The preparation process aims at identifying gaps and needs for effective and efficient implementation of recovery processes, as well as suggesting measures to strengthen implementation capacity at national and local level.
The recovery framework aims to provide a guide on the indicative steps to facilitate multisectoral, sequenced, prioritized and flexible planning of post-disaster recovery programmes. This framework also provides guidelines for prioritizing disaster risk reduction and resilience enhancement that best address long-term vulnerability to disaster risk through programmes with short, medium and long term government development goals.
Specifically, the objectives of the Recovery Framework are: Provide guidelines for the definition of post-disaster recovery policies and programmes according to the nature and magnitude of the event and the effects (damage and loss) of the disaster. Propose an integrative vision and the indicative arrangements for institutional, financial management and informed planning of recovery strategies based on post-disaster needs. Guide the planning and implementation of post-disaster recovery programmes in an inclusive, efficient and transparent manner. Clarify roles and responsibilities of each actor and provide guidance for effective coordination of all actors and partners during recovery and reconstruction processes. Provide a comprehensive and integrated framework for recovery funding. Propose mechanisms for monitoring and evaluating recovery programmes that enhance implementation effectiveness and facilitate of knowledge. Propose mechanisms to ensure the alignment of recovery strategies with national sustainable development programmes.
