Resolution No. 40/2016 approving the National Plan for Gender Equality 2015-2018 (NPGE).

This Resolution approves the National Plan for Gender Equality 2015-2018 (NPGE). The National Plan, according to the Strategy for Growth and Poverty Reduction (PRSP III), provides the State of Cape Verde with a reference framework for the formulation and implementation of policies, programmes and strategic actions which contribute to the promotion of equal rights, effective and visible participation of women in all areas of social life contributing to their empowerment. The Plan, among other objectives, analyses the conceptual framework for gender equality, the demographic context, socio-economic and cultural development, the degree of gender prioritization in national strategic planning, as well as the vision, objectives and principles of action, the results and the strategic measures, the institutional framework of intervention, coordination and partnership, as well as monitoring and evaluation and budget estimate. Particularly relevant among international instruments is the CEDAW – Convention on the Elimination of All Forms of Discrimination Against Women, adopted by the United Nations General Assembly in 1979 and ratified by Cape Verde in 1980 and its Optional Protocol in 2011.
The Strategy is divided into seven sections. Sections 2 and 3 conduct an overview of the current situation. Section 2 provides a retrospective of ten years on growth and poverty reduction in Cape Verde. Historical analysis reviews the results of the last decade, highlighting the obstacles challenging growth and poverty reduction. Section 3 continues with the analysis of the current situation, with the focus on analysis of recent national economic environment, and a special attention to the implications of the economic and financial constraints of the global economy in a context of crisis.
Section 4 provides a strategic agenda for 2012-2016, including the vision, strategies, and priorities with regard to the national reform agenda. Section 5 starts the presentation of the implementation of PRSP III, including a summary of the main programmes of the strategy and also the indicators and global goals to be achieved. This Section also provides a description of the macroeconomic framework and its implementation scenarios for the PRSP III - namely the base scenario and alternatives. Section 6 deals with crucial challenges, given the emerging global realities and the Cape Verde circumstances as a Medium Development Country. Section 7 discusses the various issues related to implementation, including monitoring and evaluation and other critical risks and associated mitigation factors.
