Abstract
This Strategy for National Growth and Poverty Reduction III (DECRP III) for 2012-2016, aims to promote good governance, human capital, infrastructures and strengthening the private and public sector. In addition, it aims at fulfilling the objective of ensuring a competitive and sustainable economy in order to significantly reduce poverty during the implementation period, focusing in particular on the analysis of the current situation, including a retrospective of 10 years on Poverty and Growth and macroeconomic scenario, in the Strategic Agenda, in its implementation and programmes.
The Strategy is divided into seven sections. Sections 2 and 3 conduct an overview of the current situation. Section 2 provides a retrospective of ten years on growth and poverty reduction in Cape Verde. Historical analysis reviews the results of the last decade, highlighting the obstacles challenging growth and poverty reduction. Section 3 continues with the analysis of the current situation, with the focus on analysis of recent national economic environment, and a special attention to the implications of the economic and financial constraints of the global economy in a context of crisis.
Section 4 provides a strategic agenda for 2012-2016, including the vision, strategies, and priorities with regard to the national reform agenda. Section 5 starts the presentation of the implementation of PRSP III, including a summary of the main programmes of the strategy and also the indicators and global goals to be achieved. It is also presented in this Section description of the macroeconomic framework and its implementation scenarios for the PRSP III - namely the base scenario and alternative. Section 6 deals with one challenge on crucial, given the emerging global realities and the Cape Verde circumstances as a Medium Development Country. Section 7 discusses the various issues related to implementation, including monitoring and evaluation and other critical risks and associated mitigation factors.
