Cyprus National Reform Programme 2023.

This National Reform Programme, prepared on the basis of guidelines issued by the European Commission, takes into account the priorities set out in working papers and analysis on the economic and social challenges, and macroeconomic imbalances of Cyprus, in order to: outline the country’s response to these challenges, stimulate sustainable growth, boost foreign investment and funding sources, achieve a competitive and diversified economy, strengthen the resilience and capacity of the health system, facilitating the green and the digital transition, address labour market and social challenges. This Programme concerns the analysis of several key solutions to the major economic, employment and social development challenges, focusing on: improving business environment, and access to finance for small and medium-sized enterprises; creation of special funds; strengthening modernisation and digitalisation of enterprises engaged in manufacturing and trading of agricultural products; facilitating investments; fighting corruption.
Further matters covered by this Programme include: diversification of economy, through: the improvement of the sustainability and diversifying of the tourism sector, targeted investments in agricultural practices, genetic improvement of the Cyprus sheep and goat population; transition towards a circular economy, through: implementation of a waste management Plan and of programmes of municipal solid waste reduction, establishment of a separate collection system for municipal waste source, development of new infrastructure for the treatment of organic or other waste; measures to tackle gender employment gap, youth unemployment and other social challenges; strengthening social services; improving health and long-term care system; measures for facilitating the green transition: diversification of energy supply systems; ensuring sustainable and green mobility; meeting the greenhouse gas emissions reduction targets; increasing transition towards renewable energy sources; water resource management reform; encouraging water saving activities; improving the conservation status of habitats of community interests, through the protection of protection of marine habitats and biodiversity.
