Decree No. 71 of 2024 on the Blending Rate of Conventional Transport Fuels with Biofuels.

This Decree, made under articles 5(a), 20(1)(a) and 51(2)(s) of the Law no. 106 of 2022 on sustainability criteria and reduction of fuel emissions, provides for implementing measures of articles 25 and 27 and Annex III of the "Directive (EU) 2018/2001 of the European Parliament and of the Council, on the promotion of the use of energy from renewable sources. The Decree concerns the blending rate of conventional transport fuels with biofuels, and applies to producers of biofuels and conventional transport fuels. The Decree requires producers and suppliers to blend biofuels that meet the criteria of sustainability and reduction of greenhouse gas emissions into conventional fuels, in order to comply with the average annual energy content of conventional fuels with biofuels. The Decree also specifies the suppliers' right to transfer defined quantities of biofuels, and their obligations towards the competent authority, including the submission of all relevant certificates.
