Abstract
This Law concerns the definition and limits of the right to request access to information held by a public authority. It defines relevant terms, including: public authority; public record; exempt information; publication plan; premises; legal entity under public law; obligation to confirm or deny possession of information. Matters covered by this Law include: designation of additional public authority; publication plans; right to provide information; request for information; fees; deadline for a public authority to receive an application; special provisions for transferred public records; exception in case of unreasonable costs and imposition of fees; assistance to applicants; refusal of information request; exceptions to the right of access to information, including: information to which the requester has access through other methods, information relating to or provided by security bodies, information affecting national security, defence, international relations, monetary policy, investigation and proceedings, application of executive powers vested in law, court records, information likely to endanger the health or safety of any person, information for commercial interests; powers of information commissioner; practice recommendations; powers of entry and inspection; complaints, imposition of administrative fine; historical records and archives; offences and penalties.
