Abstract
This Law implements the Regulation (EU) no. 511/2014 of the European Parliament and of the Council on user compliance measures under the Nagoya Protocol on access to genetic resources and the fair and equitable sharing of benefits arising from their utilisation in the Union. The Law designates the Director of the Environment Department of the Ministry of Agriculture, Rural Development and Environment, as the competent authority. The Law establishes a Scientific Advisory Committee for Access to Genetic Resources consisting of a representative for each department involved in genetic resources access, including: Fisheries and Marine Research, Agriculture, Forest, Agricultural Research Institute, Veterinary Service, Game and Wildlife Service, Pharmaceutical Services. The Law defines responsibilities and powers of the Committee, including powers of entry and inspection; record keeping; preparing exhibition and informing the public; offences and penalties; power to issue regulations and make notices.
