Law No. 54 (I) of 2026 on Gender Mainstreaming.

This Law, based on the concept that gender equality constitutes a fundamental human right and a fundamental principle of the European Union, integrates the gender dimension by taking measures and actions within the framework of the responsibilities and powers of the public sector with the assistance of the Commissioner for Gender Equality, implementing the relevant fundamental human rights principles deriving from the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights of the United Nations, and the Convention on the Elimination of All Forms of Discrimination against Women of United Nations, and its Optional Protocol. The Law ensures substantive equality between men and women and provides for allowing women to enjoy all economic, social, cultural, civil and political rights on an equal basis with men. The Law defines gender equality as an essential condition for sustainable development and the progress of democracies. The Law defines the following relevant terms: gender mainstreaming; gender statistical data; gender impact analysis. The Law provides for gender mainstreaming in: legislative initiatives, the annual state budget, policies, measures and actions, public procurement procedures, implementation of actions of the National Strategy for Gender Equality, and any action aimed at achieving the objectives of the Beijing Declaration and Platform for Action. The Law concerns: maintenance of gender-specific statistical data, to adapt policies, measures and actions; responsibility of the Commissioner for Gender Equality for monitoring the implementation of the provisions of this Law.
