Abstract
This Law, providing for the harmonisation of Cyprus Legislation with article 29 of the Directive 2013/30/EU of the European Parliament and of the Council on the safety of offshore oil and gas operation, concerns the elaboration of Plans and Strategies for preventing the escalation or limiting the consequences of a major accident involving offshore oil and gas operations. The Law defines: permit for offshore oil and gas operations; licensing authority; internal and external emergency plan; discharge of material likely to lead to a serious accident; production facility; serious environmental accident. The Law provides for details on preparation and implementation of internal and external emergency plans, and information to be inserted in the plans; role of competent authority; financial obligations of the subject involved; Ministerial power to issue Regulations and establish penalties in case of misconduct.
