Abstract
This Policy concerns the production and establishment of forest plants in state forests and other public lands under the public control, and provides for its implementation in private lands through information and education, the provision of incentives and targeted programmes. The Policy defines: afforestation and reforestation programmes; forest plant and forest species; invasive species; endemic species; exotic species; woody plant species; propagating materials and seeds; nature reserve. General purpose of this Policy is to ensure the establishment, restoration and improvement of forest ecosystems to the greatest possible extent and with the best possible composition, taking into account the prevailing ecological and socioeconomic conditions, as well as the needs for other land uses. Specific objectives concern: appropriate planting and landscaping of available public lands; reforestation programmes; restoration of areas where natural vegetation has been destroyed by fire; improvement of the quality and composition of forest vegetation; restoring the population of traditional trees and shrubs; adaptation of reforestation techniques and planning to climate change; production and maintenance of the necessary forest propagating material. The Policy focuses on the following measures: selection of areas; selection of plant species; soil preparation; plant installation design.
