Abstract
For a better alignment of the Cypriot legislation with Council Directive 80/68/EEC on the protection of groundwater against pollution caused by certain dangerous substances, the present regulations are issued pursuant to article 34(2.1) of Law No. 106(I)/2002. Aim of the Regulations is to prevent the pollution of groundwater by substances belonging to the families and groups of substances in lists I or II in the Annex to these Regulations, and as far as possible to check or eliminate the consequences of pollution which has already occurred. Taking into consideration the obligations referred to in Regulation 10, all direct discharges, without authorization, of substances in list I shall be prohibited. Such authorizations shall be granted by the Minister, according to the provisions of article 11 of the principal law and shall be subject to prior investigation performed by the national Technical Committee. However, the authorizations referred to in Regulations No. 6 and 7 may not be issued until it has been checked that the groundwater, and in particular its quality, will undergo the requisite surveillance. The regulations also set forth the specific conditions that have to occur in case discharge is authorized, or when waste water disposal which inevitably causes indirect discharge is authorized.
