Agricultural Payments Obligations Act.

The Act provides for implementation of EU regulations regarding financing, management and the control system of the common agricultural policy , EU scheme for direct payments to holders of agricultural holdings, on a common market organisation for agricultural products and support of rural development through the European Agricultural Fund for the development of the rural areas. The Act determines requirements for the competent authorities of the states to nominate beneficiaries and to conduct monitoring compliance. The Federal Ministry of Food and Agriculture is authorised to implement regulations for implementation of this Act, operational management, maintenance of land in good agricultural and ecological status and actions in the case of failure to compliance. The Act consists of 7 Articles as follow: Scope (1); Basic requirements for operational management, maintenance of land in good agricultural and ecological conditions (2); Conservation of permanent grassland in accordance with Article 93 para. 3 of the EU Regulation 1306/2013 (3); Authorisations (4); Use of the integrated administration and control system (5); Proclamation of ordinances (6); Transitional regulations (7).
