Ordinance on Agricultural Payments Obligations.

The Ordinance provides for implementation of the Agricultural Payments Obligations Act of 2 December 2014 by the Ministry of Food and Agriculture. The Ordinance levies regulations regarding financing, management and the control system of the common agricultural policy , direct payments to holders of agricultural holdings and support of rural development through the European Agricultural Fund for the development of the rural areas. The Federal Ministry of Food and Agriculture is authorised to implement operational management, maintenance of land in good agricultural and ecological status and actions in the case of failure to compliance. The Ordinance further provides for creation of buffer zones along watercourses, approval procedures for use of water for irrigation, protection of groundwater against pollution, requirements for land cover, preservation of organic matter in the soil and control regulations. The Ordinance consists of 4 sections as follow: Scope of application (1); Requirements for maintenance of land in good agricultural and ecological conditions (2); Control and sanctions regulations (3); Final provisions (4). The Ordinance is attached with 3 Appendix as list of families and groups of substances (1); determination of potential risk of erosion from water (2); determination of potential risk of erosion from wind (3).
