Abstract
The present Ordinance lays down provisions relating to general terms regulating universal service for household customers and replacement supply of natural gas. The regulation sets out rules on the formation and termination of supply contracts, billing and payment arrangements, metering and consumption measurement, price adjustments and customer notification requirements, and the rights and obligations of both suppliers and consumers. It also provides safeguards for customers, including transparency of tariffs, complaint procedures, protections before supply interruption, and requirements for advance notice before disconnection due to non-payment, while allowing suppliers to recover costs and ensure network safety. The 2025 amendments update the legal references and provisions to align the regulation with recent German energy legislation and consumer-protection reforms, maintaining this regulation as the central framework governing default household gas supply relationships in Germany.
