Abstract
The Law aims to ensure safety in handling dangerous substances and minimize the impact of major accidents. It serves to implement Directive 2012/18/EU on the prevention of major accidents involving dangerous substances and the limitation of their consequences for human health and the environment. The law defines its scope of application, which includes areas not subject to approval under emissions control law, not serving non-commercial purposes, and not being used within the framework of economic enterprises. It applies to facilities that are operational areas or components thereof, defining the term "operational area" according to § 3 (5a) of the Federal Immission Control Act. It regulates the application of the Federal Immission Control Act and the Major Accident Prevention Ordinance for these operational areas. The Law consists of 4 Articles.
