Abstract
The present Ordinance implements the Directive 2000/60 European Parliament creating a framework for community action in the field of water policy, Directive 2006/123 on services in the internal market and Directive 91/676 on the protection of water against pollution by nitrate from agricultural sources. In particular, the Ordinance lays down provisions relating to plants handling water-polluting substances and provides that plant owners have to monitor safety devices in their enterprises in order to not pollute waters. The text consists of 73 articles divided into 5 chapters as follows: Purpose; sphere of application; definition of terms (1); Classification of substances and mixtures (2); Technical and organisational requirements for facilities handling hazardous substances to water (3); Specialized agencies and experts; Quality and inspection agencies and inspectors; specialized enterprises (4) and Administrative offences; final provisions (5). The text contains 7 Appendixes.
