Abstract
This Law regulates water management related issues within the state of Thüringen. This law updates the previous Thüringen Water Act to align with federal regulations and address contemporary water management challenges. The law governs all waters including non-natural water bodies; and it classifies waters into categories such as waters of the first and second order, establishing clear distinctions for management and protection purposes. The Law further outlines ownership rights and responsibilities concerning water bodies, and provides provisions to safeguard water quality and ecosystems, addressing issues like pollution control and habitat preservation. The law assigns responsibilities for flood protection measures, aiming to mitigate flood risks and enhance public safety. The document defines the roles of various authorities involved in water management, including the Ministry for Environment, Energy, and Nature Conservation as the supreme authority, and ensures that Thüringen water management practices comply with federal laws and European Union directives.
The Law consists of 12 Articles covering amendments for the regulations related to Formation of Water Maintenance Associations; Soil Protection Act; Rainwater Infiltration Regulation; Wastewater Self-Monitoring Regulation; and Quality and Management of Bathing Waters.
