Abstract
Tis Act sets out rules to regulate fertilizer use in farming in order to protect nature, the environment, and human living conditions by limiting nitrogen leaching. It requires farms and businesses above certain thresholds to register in the Fertilizer Accounts Register, establishes nitrogen and phosphorus quotas, and obliges farmers to balance nutrient use through planning and annual accounts. The law also regulates fertilizer suppliers, mandates nutrient-reducing measures like catch crops, and provides for voluntary schemes and subsidies to encourage nitrogen reduction. It gives the Ministry of Food, Agriculture and Fisheries oversight, inspection, and sanction powers, including fines for non-compliance, and ensures consistency with EU environmental directives.
The Act contains provisions implementing parts of Council Directive 91/676 / EEC of 12 December 1991 concerning the protection of waters against pollution of nitrates from agricultural sources.
