Abstract
This Order, adopted by the Ministry of Climate, Energy and Utilities, lays down rules on geological storage of CO2. Categorization and assessment of a potential storage complexes and their surrounding areas shall be conducted according to the criteria outlined in Annex 1. A storage permit may only be issued if the Ministry of Energy, Utilities, and Climate has taken into account any non-binding opinion from the Commission pursuant to Article 26(2) regarding the draft permit. A CO2 stream must predominantly consist of carbon dioxide. Waste or other substances shall not be added for the purpose of their disposal. The Ministry shall keep (1) A registry of issued storage permits; and (2) A permanent register of all closed CO2 storage sites and the surrounding storage complexes.
The Order consists of 28 articles organized in the following Chapters: 1. Definitions; 2. Selection of CO2 storage site; 3. Application for exploration and storage permits; 4. Issuance of permits; 5. Operation of CO2 storage site; 6. Supervision; 7. Ceiling of CO2 storage site; 8. Review, update, and revocation of storage permits; 9. Financial security and financial contribution; 10. Transfer of responsibility for storage; 11. Access to CO2 transport networks and CO2 storage sites; 12. Register of issued storage permits and closed CO2 storage sites; 13. Consultation and notification of the European Commission; 14. Entry into force.

Annex 2 - Criteria for the development and updating of the monitoring program referred to in Article 13, and for monitoring after closing.
