This Order establishes rules on user fees payable by businesses, installations and livestock holdings to cover municipal and state authorities’ costs for environmental approvals, permits, notifications and supervision under the Environmental Protection Act and the Act on Livestock Farming and Use of Fertilizer, etc. It applies to listed industrial activities, approved or permitted livestock holdings, certain animal holdings, vehicle workshops, wind turbines, metal-processing businesses, medium combustion plants and other specified activities, while excluding certain non-commercial recreational facilities. The Order sets out which approval, permit, notification and environmental inspection tasks are subject to user payment, how fees are calculated on the basis of hourly rates and billable time, how authorities must set and publish hourly rates, how external services such as sampling and analyses are charged, and special rules for certain livestock-related approval work. It also regulates invoicing, payment deadlines, non-appealability of decisions and the absence of derogations.
