The Executive Order defines the tasks and powers of the Danish Energy Agency as an authority under the Ministry of Climate, Energy and Utilities. It authorises the Agency to advise the ministry and other authorities, provide guidance and information, act as Denmark’s competent authority under specified EU climate, energy, emissions, cybersecurity and supply-security legislation, and exercise delegated ministerial powers across areas including electricity, gas, renewable energy, district heating and cooling, energy efficiency, water services, environmental protection, offshore and subsurface activities, CO₂ transport and storage, CBAM, methane emissions and energy-sector preparedness. It also specifies powers that remain with the minister, including certain major licensing, rule-making, security-of-supply and strategic decisions, and limits administrative appeals against designated Agency decisions.
