Abstract
This Order defines regulations for the protection of plants against the spreading of certain plant pests, in order to ensure their reproduction quality. The Order specifies pests to avoid and ensures that commercial companies follow authorization and registration of traded plants, as well as labelling and packaging thereof. The Order consists a List of Annexes with 8 Annexes:
Annex 1 - Pests to avoid.
Annex 2 Plant pests to avoid.
Annex 3 - Requirements for production and sale of plants.
Annex 4 - Specific conditions for the spreading of harmful pests to production sites.
Annex 5 Storage and production of seed plants, ornamental plants, elite plants and certified plants.
Annex 6 Labeling and packaging.
Annex 7 Obligations for registered suppliers.
Annex 8 - Species to be grown in soil destined to potato cyst research methods prior to each culture thereof.

Entry into force notes
This Order enters into force on 19 May 2011, subject to the provisions of articles 9 and 10, article 14 (section 4, point 2) shall enter into force on 30 September 2012.
