Abstract
This Order establishes the framework under which Denmark’s agricultural promotion and production levy funds may provide State aid, in accordance with EU State aid rules, to small and medium-sized enterprises engaged in primary agricultural production and the processing of agricultural products. The Order sets general eligibility conditions, excludes undertakings in difficulty and beneficiaries subject to recovery orders, and regulates application procedures and aid intensity. It authorises support for a wide range of activities, including knowledge transfer and training, advisory services, research and development, promotional measures for agricultural products, participation in quality schemes, and de minimis aid. In many cases, aid may cover up to 100% of eligible costs, provided the applicable EU State aid rules are respected.
The Order also contains detailed rules on support for the prevention, control and eradication of animal diseases, plant pests and invasive alien species, including compensation for losses caused by such outbreaks. In addition, it sets rules on eligible costs, maximum aid intensities, cumulation with other forms of State aid or EU funding, monitoring and repayment of unlawfully granted aid. The scheme is financed through the agricultural levy funds and is intended to support innovation, competitiveness, sustainability, product quality, knowledge dissemination and risk management within the agricultural sector while ensuring compliance with EU State aid requirements.
