Order No. 867 on water abstraction and water supply.

This Order regulates the procedure for water abstraction and water-supply cases in Denmark, including permits for groundwater and surface-water abstraction, establishment or significant alteration of abstraction installations, water-treatment plants, storage and pumping facilities, and permits for groundwater drainage or lowering of groundwater levels. It assigns decision-making mainly to municipal councils, sets requirements for preliminary and final abstraction permits, application contents, consultation with other authorities and municipalities, public announcement, meetings, expropriation-related procedures, permit conditions, assessment of impacts on surroundings, raw-water quality, treatment needs, protection measures against pollution, monitoring and emergency arrangements. It also provides special rules for short-term permits for increased groundwater abstraction for agricultural irrigation during extraordinary weather situations, permits for groundwater drainage, inclusion of properties under public water supplies, changes to water-supply structures and supply obligations. The Order further regulates written decisions, notification, mapping, registers, appeals, exemptions from suspensive effect for certain works, and implementation of parts of Directive (EU) 2020/2184 on drinking-water quality
