Abstract
This Regulation lays down Greenland’s obligations for nuclear safeguards related to the peaceful use of nuclear material. It implements Denmark’s international commitments under the Nuclear Non-Proliferation Treaty (NPT), the IAEA safeguards agreement, and the Additional Protocol for Greenland. The rules cover reporting and accounting duties for uranium and thorium mining, facilities producing uranium or thorium concentrates, and other activities connected to the nuclear fuel cycle. They require operators to keep detailed records, submit regular reports, notify authorities of imports, exports, and transfers, and provide special reports in case of losses or unusual incidents. Limited reporting applies to uranium-bearing rock mining not directly involving nuclear material. The regulation also establishes procedures for exemptions, international transfers, and import controls, ensuring compliance with international safeguards and Greenland-specific conditions.
The regulation contains 15 annexes. They provide standardized forms and reporting templates covering, among other things: notification of technical data for mines and processing plants, annual extraction and shipment reports, facility descriptions, operational programs, nuclear material accountancy, balance and inventory reports, notifications of possession, applications for exemptions, annual and transfer reports under exemptions, prior notifications of international transfers and imports, as well as reporting for transport, temporary storage, and activities related to the nuclear fuel cycle.
