Abstract
This Act provides for the continuation of rights and duties of the Central Water Authority which ceases to exist and in addition outlines certain functions of the Government and the competent authority designed by the Minister with respect to water supply. All assets and liabilities, and all rights, powers and privileges of the Central Water Authority shall be transferred and vested in the Government (sect. 3). The Office of the Government in its capacity as Water Authority will be in the city of Roseau (sect. 6). The Government shall provide the inhabitants of Dominica with an adequate water service and any other service or facilities deemed incidental or appropriate (sect. 7). The competent authority designated by the Minister shall have the general powers with respect to water supply as outlined in section 8. Regulation making powers of the Minister are outlined in section 9. "Gathering grounds" shall be retained as forest reserves in accordance with the provisions of the Forest Ordinance (sect. 14).
