Abstract
Within the framework laid down in the Mediterranean Action Plan, the Contracting Parties shall endeavour to cooperate in order to: (a) implement international regulations to prevent, reduce and control pollution of the marine environment from ships; and (b) take all necessary measures in cases of pollution incidents. Those measures shall include in particular the following: (1) contingency plans and other means of preventing and combating pollution incidents (art. 4); (2) monitoring; (3) cooperation in recovery operations (art. 6); (4) dissemination and exchange of information (art. 7); (5) communication and information of reports concerning pollution incidents (art. 8). Article 9 regulates with detail the report procedure to be followed. Article 10 describes the operational measures to be taken by any party which is faced with a pollution incident. Article 11 regards emergency measures on board ships, on offshore installations and in ports. Moreover, any Party who is requiring assistance to deal with a pollution incident may call for assistance from other Parties (art. 12).
