Abstract
This Act regulates the management of forest as a renewable natural resource to ensure human environment which satisfies the population and the resources necessary for economic activity without unduly damaging the natural environment. The Act provides legal bases for forest supervision, forest management planning and forest management, and regulates the directing of forestry and organization of forest management. In order to ensure the stable state of the environment and multiple uses of forest, the area of state owned forest shall be at least 20 per cent of the area of the mainland of the Republic of Estonia (paragraph 4). Forest survey and management planning shall consist of the following procedures: 1) forest inventory; 2) preparation of forest management plans or forest management recommendations; 3) assessment of forest management (paragraph 5). The Act consists of 8 Chapters that contain 60 paragraphs. Chapter 1 (paragraps 1-4) lays down the general provisions. Chapter 2 (paragraphs 5-8) regards forest inspection and management planning. Chapter 3 (paragraphs 9-23) regards forest management. Chapter 4 (paragraphs 24-34) regards forest use. Chapter 5 (paragraphs 35-40) regards directing of forestry. Chapter 6 (paragraphs 41-54) regards organization of forest management. Chapter 7 (paragraphs 55 and 56) regards state supervision and establishes liability for violation of this Act and Legislation based on this Act. Chapter 8 (paragraphs 57-60) lays down the final provisions.
