Governmental Regulation no. 155 of 2016 concerning procedure for submitting data related to fishing.

This Regulation, based on the provisions of Section 61 (9) of the Fishing Act, establishes the requirements for submitting data related to fishing for a person catching fish or collecting aquatic plants on the basis of a fishing permit of a fishing vessel, a fisherman's fishing permit, a buyer or a carrier of fishery products. The Regulation provides for: the identification of the Agriculture and Food Board, or in some cases of the Environment Board, as the data recipient responsible authority; the identification of the data provider; proof of origin of fish and aquatic plants; methods of submitting data. Chapter 2 of the Regulation concerns general requirements for submitting data on a paper document, including: issuance of the fishing logbook, the book of transfer declarations and the book of first purchase receipts; landing declaration, transfer declaration, transport document; obligation to carry a fishing log when fishing. Chapter 3 concerns general requirements for electronic submission of data, including: method of electronic submission; submission of data in case of technical failure; granting and revocation of user rights.
Chapter 4 concerns submission of data on fishing carried out on the basis of the fisherman's fishing permit, including: type of fishing gears; estimated amount of fish catch in kilograms by fish species; place of landing; submission of data on the location of the fishing gear placed for fishing. Chapter 5 concerns submission of data on fishing carried out on the basis of the fishing permit of the fishing vessel and includes: general requirements for submitting fishing data; data submission requirements for fishing in North-West Atlantic Fisheries Organisation (NAFO) and North East Atlantic Fisheries Commission (NEAFC) regulated waters; data submission requirements for fishing in defined fishing areas, third country waters and high seas. Further chapters concern submission of fishing data on landings and transshipment; submission of data on the transfer and transport of fish products; submission of data on the first purchase of fish and fish products.
