Abstract
The Act establishes the legal framework for radiation safety and sets out requirements for the protection of people and the environment against ionizing radiation. It regulates radiation practices, defines the rights and obligations of persons using radiation, and contains provisions on supervision and liability. The Act applies to activities involving artificial and natural radiation sources that may increase exposure of workers or members of the public, as well as to intervention in accidental and existing exposure situations.
The Act defines key terms and sets out principles governing radiation practices, including rules on exposure and radiation doses. It regulates activities involving radioactive substances, radiation sources and nuclear facilities, including their production, use, storage, transport and disposal. It establishes requirements for radiation practices, including licensing and registration procedures, classification of practices according to risk, safety assessments, monitoring obligations and quality management systems. It also sets out obligations of radiation practitioners, including record-keeping, safety measures and reporting duties.
The Act contains provisions on radioactive residues, emissions and waste, including requirements for their management, storage, transport, intermediate storage and final disposal, and conditions for import, export and transit. It provides for monitoring of radiation exposure of workers and members of the public and establishes a national dose register. The Act also regulates preparedness and response to radiological emergencies, including intervention measures and responsibilities of competent authorities, and includes provisions on supervision, enforcement and penalties.
