Abstract
This Regulation, made under Section 29 (1) subsection 4 of the Fishing Act, establishes a database concerning scientific and recreational fishing, with the purpose of simplifying the application and processing of scientific and recreational fishing, issuing permits and authorisations, enhancing storage, use, and availability of collected data. According to the Regulation, the Ministry of Regional Affairs and Agriculture is the responsible processor of the database, and provides for: granting special fishing rights, the certification of electric fishing gear, processing data on the introduction of a fish species into the Estonian waters. The Regulation concerns: structure of the database and requirements for its maintaining; list of data to be entered into the database, including special fishing permit number, name or title of the permit holder, purpose of fishing, species of fish or aquatic plant to be caught, fishing place with the accuracy of water body and fishing area; access to the database; funding for the maintenance of the database.
