Abstract
This Regulation establishes the conditions and procedure for granting support for investment projects by enterprises that result in a reduction of greenhouse gas emissions per unit of output. It defines the objective of the support and the indicators used to measure results, including the reduction of annual emissions and added value, and designates the responsible authority for the administration of the scheme, including the processing of applications, decision-making and supervision. It also determines the forms of aid applicable and the limits and conditions governing the granting of such support.
The Regulation specifies the activities eligible for support, including investments in production processes, technologies for emission reduction, energy efficiency improvements and the use of renewable energy or hydrogen for own consumption, as well as the costs that may be covered. It lays down the requirements for applicants and applications, the criteria for assessment of projects, and the rules governing the amount and intensity of support, the implementation period and the execution of projects. It further establishes the obligations of beneficiaries, including compliance with procurement requirements, reporting and control obligations, and sets out the procedures for payment of support and its reduction or recovery in case of non-compliance.
