Abstract
This Regulation establishes the list of tree species and hybrids subject to certification in Estonia; the categories of cultivating material, the requirements for the basic material of the cultivating material and the procedure for keeping records of the basic material; quality requirements for cultivation materials marketed in Estonia; the origin of the source material of the cultivation material permitted for use in reforestation; the procedure for certification of cultivating material; requirements for laboratories producing culturing material by micropropagation method; requirements for the packaging of sealing material and the sealing, marking and labeling of sales packaging; requirements for the self-control system of the supplier of cultivation material; requirements for notification to the relevant authority of the country of destination of the propagating material marketed in a Member State of the European Union; and requirements for the import of cultivating material from third countries. This Regulation applies to cultivation material of tree species and hybrids listed in Annex 1.
The Regulation consists of 21 sections: Scope of application (1); Definitions (2); Origin of source material of cultivation material permitted for reforestation in Estonia (3); Categories of cultivating material (4); Requirements for recognition of basic material of marketable cultivated material known in the category as source (5); Requirements for recognition of basic material of marketable cultivated material selected in a category (6); Requirements for recognition of basic material of marketed cultivated material qualified in a category (7); Requirements for approval of basic material of marketed cultivated material tested in a category (8); Procedure for keeping record of data list of basic material and cultivation material (9); Requirements for self-control system of supplier of cultivating material engaged in production of forest plants (10); Requirements for forest tree seeds, verification of compliance with requirements and formation of seed lot (11); Requirements for forest plants, ensuring compliance with requirements and formation of batch of forest plants (12); Requirements for micropropagation laboratory of cultivating material (13); Certification of cultivating material (14); Requirements for packaging, sealing and labeling of cultivation material (16); Report on marketing of cultivating material (17); Content and procedure for submission of notification of marketing of cultivating material to another Member State (18); Quality requirements for cultivating material imported from third countries (19); Application for and issue of import permit upon importation from third countries (20); Keeping records of cultivating material imported from third countries (21); and Requirements for research, production trials or national tests on the importation of cultivation material (21-1).
