Abstract
This ministerial regulation establishes the procedure and conditions for submitting reports on fluorinated greenhouse gases and sets out the reporting forms to be used. It defines the concept of placing fluorinated greenhouse gases on the market and specifies the reporting obligations for operators who place such gases on the market above a defined threshold, as well as for manufacturers of aerosols and foams containing fluorinated greenhouse gases. The regulation also identifies additional reporting obligations for shipowners and railway undertakings in relation to equipment containing fluorinated greenhouse gases.
The regulation specifies the types of information to be reported, including the quantities and types of fluorinated greenhouse gases placed on the market, used in production, contained in equipment, and added during maintenance. It provides standardized reporting forms in annexes and requires that reports be submitted electronically and digitally signed to the competent ministry by a fixed annual deadline, with data reflecting the situation as of the end of the preceding calendar year.
