Abstract
This Act provides general requirements for prevention of waste generation, for prevention of health and environmental hazards arising from waste generation and for organization of waste management with the objective to reduce the harmfulness and quantity of waste and liability in the case of violation of the established requirements. The following does not fall within the scope of application of this Act: 1) gaseous effluents emitted into the atmosphere; 2) waste water and waste treated together with waste water or introduced into the environment together with waste water; 3) radioactive waste; 4) waste consisting of residuals of explosive materials and waste containing explosive materials; 5) treatment of animal carcasses in so far as it is regulated by other legislation; 6) manure and other natural non-hazardous waste generated in agriculture or forestry recovered for soil improvement or for other agricultural purposes. The Government of the Republic shall, by a regulation, establish lists of: 1) categories of waste; 2) types of waste; 3) hazardous waste. The Act consists of 9 Chapters that contain 53 paragraphs. Chapter 1 (paragraphs 1-4) lays down general provisions. Chapter 2 (paragraphs 5-6) regards prevention of waste generation and reduction of quantity and harmfulness of waste. Chapter 3 (paragraphs 7-10) regards planning of waste management. Chapter 4 (paragraphs 11-24) regards organization of waste management. Chapter 5 (paragraphs 25-29) deals with hazardous waste. Chapter 6 (paragraphs 30-43) regards waste permits and hazardous waste handling licences. Chapter 7 (paragraphs 44-46) regards keeping of records, reporting and databases. Chapter 8 (paragraphs 47-49) regards supervision and liability. Chapter 9 (paragraphs 50-53) lays down final provisions.
