Abstract
This Proclamation enacts rules relative to the administration, protection and sustainable development of forestry and wildlife resources in Eritrea. In particular, the Act aims at: (a) the conservation of endangered species and indigenous species; (b) afforestation and reforestation; (c) establishment of a management regime of protected areas; and (d) promotion of awareness and participation in forest and wildlife management and conservation.
There shall be a Forestry and Wildlife Advisory Board which shall advise the Minister responsible for forestry and wildlife on matters relating to the implementation of provisions of this Proclamation. The Minister shall establish protected areas, protect wildlife and forests, issue Regulations, identify endangered species and carry out various other duties relating to the implementation of provisions of this Proclamation. There shall be an inventory of forests and woodlands, a survey of wildlife, a national action plan and, for every protected area, a management plan. The contents of a management plan are set out in detail.
The Proclamation further prohibits various acts in respect of trees, provides for the creation and management of community and private woodlots, provides for the protection of wildlife, regulates the importation of exotic trees and the exportation of forestry and wildlife products, provides for enforcement and defines offences. Cutting of trees for specified non-commercial purposes shall be allowed only with a permit issued by the Minister. The Minister may regulate hunting and issue permits for the hunting or culling of specified harmful species and authorize the establishment of wildlife farms. Further regulation-making powers of the Minister are specified in the final provisions of this Proclamation.
