Abstract
This Proclamation requires the Ethiopian Energy Authority to be established by Regulation, defines the powers of the Authority and provides rules for the generation, transmission, distribution and sale, importation or exportation of electricity. It also establishes the Energy Efficiency and Conservation Fund. Any person desiring to generate, transmit or distribute electricity for non-commercial purposes shall notify the Authority in advance and produce documents evidencing that he or she has fulfilled environmental protection and safety conditions. The Proclamation also concerns use of land for generation, transmission or distribution of electricity, expropriation of Land and energy efficiency and conservation. The Authority shall develop and implement national energy efficiency and conservation strategies and programs. Any person desiring to generate, transmit or distribute electricity for non-commercial purposes shall notify the Authority in advance and produce documents evidencing that . he has fulfilled environmental protection and safety conditions and licensees shall comply with this Proclamation, regulations and directives issued hereunder and in the relevant environmental protection laws.
