Abstract
The Proclamation provides for the discipline of public procurement; it clarifies Principles of Public Procurement and Property Administration and duties and Responsibilities of Procurement and Property Administration Unit. Chapter Two provides for the reestablishment of the Public Procurement and Property Administration Agency. objective and functions, powers and duties. Chapter Three provides for basic public procurement procedures; these include: annual procurement plan (public bodies shall have to prepare one showing their procurement for the concerned budget year and containing such details as are stated in the directive to be issued by the Minister); records. Chapter Four open tendering procedure. Chapter VI direct procurement; Chapter VII and VIII respectively concern request for proposal and request for quotation, etc.
